What is Confirmation Certificate of Chemical Substance?
Chemical substance exists in various forms from
raw material in different industries to household goods
such as detergents. The use of chemical substance has
been on the increase.
The Confirmation Certificate of Chemical Substance
is a system that enables the distributors to be aware
of chemical substance in the products that they distribute
through importing and other channels, so that any unknown
chemical substance or severely toxic chemical may be identified
and managed properly. |

Application for Confirmation and the Issuance
1. Applicant : A person who wishes to import a chemical substance
in accordance with the Toxic Chemicals Control Act, or a consignor.
(Consignor → the tax payer on the import declaration)
2. Documentation to be submitted
Application for Confirmation Certificate
A set of documentation
from the manufacturer on the name, content and CAS number of
the chemical substance in the chemical products.
A copy of relevant
documents such as an invoice, sales certificate and packing
details, to identify the import volume.
3. Issuance of the Confirmation
Given that the chemical substance is not categorized as
the following of the Toxic Chemicals Control Act, an electronic
data interchange (EDI) documentation of confirmation will be
sent to the Korea Customs Service

*"Restricted toxic chemical"
of Article 2, Clause 4
*"Observational chemical"
of Article 2, Clause 5
*"Subject for Toxicity Examination"
Article 7, Paragraph 1
Upon the registration with the Korea Customs Service,
in accordance with the "Regulation on the Application and
Issuance of the Certificate of Confirmation" (MOE Notice
Article 2001-45)
Customs Clearance
The importer of the product may proceed with customs clearance
by notifying the Korea Customs Service or a customs broker of
the "Approval Number" as indicated on the website
of the KCMA or on the Confirmation Certificate.
